Head of Administration

Full-time, based in Brussels

CER is recruiting at a senior level, a Head of Administration to replace the current Head who is close to retirement. This is a position for a dynamic, solution-oriented, all-round manager.

Purpose of the role:

Given the relatively small size of the organisation, this role includes many operational duties and ad hoc requests and therefore requires a flexible and hands-on attitude.

Key responsibilities:

Human Resources

  • Being the contact person for the staff for all HR-related questions/issues, answering their queries
  • Managing compensation & benefit plans (extra-legal pension plan, health insurance, allowances, etc.) in compliance with social and fiscal legislation
  • Drawing up and managing employment and secondment contracts in compliance with social and fiscal legislation
  • Defining job descriptions
  • Defining and handling recruitment strategies and processes, recruitment, collaborating with external partners when necessary
  • Managing personnel administration (e.g., payroll in collaboration with the social secretariat, employment contracts, insurances, etc.)
  • Improving and creating processes and procedures in order to comply with legal requirements and best practices
  • Managing and improving procedures for assessments, training, and career development
  • Ensuring the association complies with legal requirements (health and safety, work regulations, homeworking policy, etc.)

Finance

  • Preparing the annual budget, analysis, follow-up & forecasts
  • Managing members’ relations
  • Monitoring, setting-up and implementing of cost control processes
  • Handling analytical accounting (Winbooks) and follow-up with external accountant
  • Invoicing, payments, monitoring receivables
  • Preparing and organising annual audit of accounts

Administration

  • Managing a small team of 2 (Office Manager and Operations Support Officer)
  • Overseeing all administrative activities
  • Managing, improving, and developing efficient internal processes
  • Negotiating with suppliers and preparing contracts, clarifying legal aspects (with the help of the legal adviser and/or external lawyer)
  • Developing general administrative procedures and ensuring staff complies with them

Profile:

  • A minimum of 10 years’ experience in a similar role and in a similar environment (small to medium-sized Associations, lobbies, public affairs consultancies)
  • An excellent level of English, French and Dutch (spoken and written)
  • IT savvy with excellent skills in Microsoft 365 (Word, Excel, PowerPoint, Outlook, SharePoint), Adobe, good knowledge of accounting software
  • Excellent communication and interpersonal skills
  • Diplomatic negotiator and solution oriented
  • A high degree of accuracy and attention to detail
  • A real sense of initiative and the ability to make relevant suggestions to improve existing processes and to create new ones when appropriate
  • A genuine all-rounder with a hands-on approach
  • A hard worker, you thrive on setting objectives for yourself and to reach them in order to help the development of the association
