Head of Public Affairs and Operations

Full-time, based in Brussels

The current Head of Public Affairs and Operations is stepping down and CER is looking for a motivated, flexible, and proactive public affairs professional to support the CER Executive Director in driving a well-functioning, dynamic and established association of 17+ staff.

General responsibilities:

Develop and coordinate the public affairs strategy of the association, in accordance with the guidelines provided by the Executive Director and the CER General Assembly to ensure the implementation of effective Public Affairs activities targeting the EU Institutions, Member States and relevant stakeholders. Maintain and develop actively the relationship with CER members and partners.

Key responsibilities:

  • Represent CER and raise its visibility, develop, and maintain a personal network with the key players in the EU institutions, conveying and seeking support for CER’s positions;
  • Develop and propose effective engagement strategies;
  • Oversee the public affairs strategy of the association and contribute to CER’s communication and media activities;
  • Coordinate with the relevant policy advisers CER’s policy analysis and proposals;
  • Foster and coordinate multi-stakeholder (national governments, EU Institutions, EU associations, international companies, NGOs) alliances to achieve common strategic goals;
  • Support the Executive Director in ensuring an effective day-to-day coordination and communication with members;
  • Be the first point of contact for members and partners.

Required skills and qualifications:

  • Minimum 10 years relevant work experience after obtaining a masters’ degree;
  • a proven track record in the EU decision-making arena, with experience in coordinating and managing multi-disciplined tasks. Applicants for this role are expected to have solid experience of working in or with key EU institutions and to be able to build strong and effective working relationships with internal and external stakeholders at all levels.
  • Full professional proficiency in English is a must, for both written communications and for presentations/public speaking. Good knowledge of another major European language is considered a plus;
  • understanding of the issues affecting the transport and railway sectors is required, together with the ability to translate complex topics into clear policy demands;
  • Excellent interpersonal and organisational skills;
  • A flexible and proactive attitude to work combined with an autonomous working style;
  • An entrepreneurial outlook and solution-oriented attitude;
  • Team player, able to build good working relationships with colleagues

The position has one direct report, the Policy Adviser for Social and EU Public Affairs, and the PA team is supported by a consultant based in Brussels to assist in the advocacy activities.

Terms and conditions are competitive and commensurate with the role and experience. Expected starting date: December 2021/January 2022.
